[Wherever you may be—at home on your farm, out and about in town, exploring the wildlife, or perhaps even wandering through the more dangerous areas—someone has come to approach you, seemingly patrolling the area with a confident stride.]
Excuse me. I wanted to inform you that I have assumed the position of Sheriff. My name is Munakata, first name Kyousuke, and I can be contacted under that name at any time if you have issues that require police intervention. If you are capable of taking care of yourself I encourage you to apply for a position under me. We could use greater numbers to enforce order.
[Kyousuke himself is white-haired and imposing, with large snowy owl wings on his back and feathers covering the area where his right eye should be, like so. He is visibly carrying a sword, with another one tucked hidden in his coat in a compact state. He doesn't give off the impression that he's going to be a very easygoing Sheriff... but at least if you're in danger, that might be reassuring?]

[Better then to err on the side of caution and remain respectful, but at least Cehd'ra won't worry as much about accidentally stepping out of line.]
Do you think there will be much dissent to deal with? All these people from so many different places...

[Speculating about the ways in which things could go wrong! One of Kyousuke's hobbies! He looks thoughtful as he considers it seriously—not just the worst case scenarios, but the most probable and realistic ones as well.]
The highest likelihood of conflict comes with the local townsfolk. Since we are overwhelming their community in large number, and stepping into positions of power, it is almost inevitable that they will feel resentment. Not to mention, since they live heavily off of the land and local resources, there is strong incentive for them to stay right where they are, rather than be chased out. We must be cautious of this tension.
Since the rest of us do come from many different places, I doubt that any of us have large enough numbers to sway the community in one way or the other. The effect of a handful of people who come from particularly violent or prejudiced cultures should be canceled out by those who come from strongly pacifistic and altruistic ones. Unless I'm overlooking a subculture that moved here en masse, the only established group whose mores we must be aware of is the preexisting community.

[So it's a good thing that they're on the same page. That's a reception he's, if not gotten used to, at least doesn't find it new.]
But how varied we are it could help or it could make things worse. The violent ones...those are who people remember. Not the quiet and peaceful neighbors, but the ones who steal their crops or kill their livestock. Those are the ones we need to look out for and do our best to oversee.
